Reginald Heber Smith's report Justice and the Poor considers the administration of justice in the United States to determine how far it actually secures equality before the law to poor and immigrant citizens; analyzes the defects which caused denial of justice; and provides a complete outline of all agencies, both legal and extra-legal, which were then employed or could be employed to remedy the situation, paying particular attention to small claims courts, industrial accident commissions, domestic relations courts, public defenders, and legal aid organizations. Elihu Root wrote the foreword.
